Mark Ballard, PResident
Mark Ballard has 47 years of construction industry experience and has been a member of CMAA since 1999. He has participated in the Southern California and National Capital Chapters and Nationally where he served two terms on the National Board of Directors and was Chair of the International Committee. He has his AAS and BS in Construction Technology from Purdue University. Mark is currently a Senior Vice President at CMR Partners and resides in Winter Park, FL.
Mackenzie Searle, Vice President
Mackenzie Searle, PE, CCM, PMP has over 14 years of construction management and inspection experience working with the United States Army Corps of Engineers (USACE) and DRMP, Inc. She currently serves as a Senior Construction Engineer for USACE Headquarters in Washington, D.C. where she is a technical authority and subject matter expert on construction policies and processes to balance risks for project delivery, resourcing, and financial constraints. Her responsibilities include developing and maintaining enterprise-wide guidance and best practices regarding design, construction and construction project management for USACE’s over $15 billion annual construction portfolio and assisting in leading USACE’s Construction Management Community of Practice.
Vincent Testa, Treasurer & Past president
Vincent Testa, CCM, PE, MBA has been a member of CMAA since 2009, participating in the National Capital Chapter while in D.C. and Nationally with the Technology Committee. He has his MBA from Marymount University, his Bachelors degree from West Virginia University and is a Certified Construction Manager and Professional Engineer. Vincent is America’s Health Market Growth & Sales Lead and South Region Director for Market Solutions for Jacobs and is currently serving as a CMAA National Board of Director.
John (JD) Harrison, Board of Directors - Executive Leadership Team
Mr. Harrison has more than 30 years of experience on a range of mega projects and programs, with increasing roles of responsibility that include project director, program & construction manager, design/build project manager, quality manager, resident engineer, cost engineer, and field engineer. Project/Program experience includes several multi-Billion Dollar programs such as Panama Canal, DoD Logistics, San Francisco Public Utilities, Miami International Airport, New York City DEP, and Major Petro-Chemical Programs. He is a Program & Construction Management Discipline Lead for CDM Smith a global employee owned engineering and construction firm.
Keith Taylor, Regional Board of Director, Central (ORLANDO)
Keith Taylor started his career as a field engineer in Washington DC working for Civil Construction company on the 11th Street Bridge Project. After that project he worked on a number of projects in Virginia while working for the same company. Looking for a change and other challenges he took an opportunity in Florida that eventually landed him working as a project manager on design and construction vertical projects. Some of the clients he has worked with include JetBlue, Blue Origin, NASA, and FDOT to name a few. Currently Keith is working as a project manager for CMR Partners. He has a Bachelor’s Degree in Civil Engineering from the Virginia Military Institute where he attended on a football scholarship.

Rob Erickson, CCM is an experienced Sr. Project Manager working for Jacobs in the Transpiration industry. Fred Schneader, Regional Board of Director, North (JACKSONVILLE)
Fred Schneader, CCM, PMP is a leader in the construction management industry with more than 30 years of experience. Fred specializes in program and project management for design and construction management of building and transportation infrastructure projects. His career emphasis has been on heavy infrastructure projects including freight and transit rail, as well as roadway and bridge projects. Fred has been a Certified Construction Manager (CCM) for more than 19 years and has been active in the Construction Management Association of America (CMAA), helping introduce CMAA to the Northeast Florida market, and having previously served on the CMAA Florida Chapter Board as Director of Government Relations. On the national level, Fred most recently served on the committee to review nomination for the CMCI Board of Directors. Fred has presented at CMAA conferences multiple times over the years.
